Easier to read the permissions matrix for projects

In Webforum, there are a number of system roles such as Platform Administrator, Document Administrator, Issues Administrator that come with fixed permissions. In order to simplify the user interface we will no longer show those groups in the permissions tab for projects. The permission for these system roles cannot be changed by the project administrator.
